Like I said Itch, you're a simpleton. The Dems decided no such thing.

The Dems, unlike the fascistic, authoritarian Repugnicans, aren't an organized party - they're Democrats. They don't click their heels and salute their Fuhrer. Clinton's Plan wasn't good enough for them, and it cost them congress. They probably thought they had at least two years and probably six to "get it right". They were wrong.
