I think Bush's rhetoric is what has lead to this recent shocking escalation. He needs to tone down his public threats and continue with subtle pressure tactics, including shutting down financial links to NK. Again, most successful diplomacy follows the "walk softly but carry a big stick" approach. Whoever heard of successful diplomacy following a "threaten loudly when you know you can't fight war on another front" policy?
