Interesting? Yes. (Seems fairly complicated though.) In general, I don't see why any branch of government should be 'immune' to force of law... but isn't it fairly normal that most are granted some sort of limited immunity for official actions? As in most things, I suppose the Devil is in the exact details. (The second part sounds like a different thing altogether: a permanent standing state-wide 'Grand Jury'. Now, what is that about? Isn't it a widely quoted saying that any Prosecutor worth his or her salt, can EASILY get a Grand Jury to indite a 'ham sandwich'?)
