"If the Dems take the house and Senate, it would certainly be a check on Bush power. If they just have a marginal victory in the house, it would not be as effective." I think one house will be fine. Even if the Dems controlled both houses, they're not going to get a filbuster-proof majority, the majority that would be needed for impeachment as well. Bush will still be able to veto bills he doesn't like, and without a 60% majority, the Dems will be unable to override it. The test will be to see if Bush becomes SO unpopular that enough (R)'s defect to GIVE them the votes needed to override vetos. Ahhh! Beautiful gridlock!
