I think one house will be fine. Even if the Dems controlled both houses, they're not going to get a filbuster-proof majority, the majority that would be needed for impeachment as well. Bush will still be able to veto bills he doesn't like, and without a 60% majority, the Dems will be unable to override it. The test will be to see if Bush becomes SO unpopular that enough (R)'s defect to GIVE them the votes needed to override vetos.
