Not supporting a "department of peace" is hardly the same as being afraid of or not supporting peace.

What would the point of a department of peace be? Sounds like a stupid way for the government to spend more money in my opinion. Diplomacy has the state department, peace keeping is legitimately part of the department of defense (since it uses military personnel).

A new department would just add cost and bureaucracy. If there really is some new continuing function/program that the government could start that would actually help make the world more peaceful, (and I haven't heard any good proposals for this) it wouldn't need its own department.
