The militias are testing their powers...trying to see how much legitimacy they can force out of the government. The iraqi government says the right things, but its actions are certainly suspect. When it is the militia leaders' call for "calm" that creates a response, rather than the legitimate government's calls...one more test is made. Pretty soon the government's announcements may not be listened to at all...

Very disturbing..
