I agree with you that a single letter combined with lack of response shouldn't be enough. OTOH its not like you can have a full blown investigation for each disputed name/person, and unless such a process is expressly illegal, and expressly calls for a prison term there would be no ground for prison. I do think that you should have to prove that it is a deliberate attempt to disenfranchise voters (or add ineligible voters) in order to get any penalty other than perhaps firing the person involved (esp. a severe penalty like prison). I know that's a high hurdle and it will make it difficult to punish people who are probably guilty but I think its the current hurdle and if you can't meet it than there should be no prison terms.
