You are absolutely right. If Canada allows the waterways to be used to the point of utility, they encourage the challenge that these internal waterways may be designated international transportation lanes. There is some indication that the US now opposes this international intrusion (contrary to what Tim implies), as international terrorism could make use of this, if other countries were to successfully challenge Canada's absolute sovereignty over her internal waterways.
