Oh if you want to argue English grammar, or the law, I guess it makes a difference. Does that mean if some ignorant person wrote..

"I kilt that S.o.b, but he was ment to me." That wouldn't be admissible in court because he couldn't spell?

It's simple grammar.

This:

"Department of Health and its agents, Medicaid Fraud Control Unit, and United States Department of Health and Human Services"

is different than:

"Department of Health and its agents Medicaid Fraud Control Unit, and United States Department of Health and Human Services"

See? The second example would read that the MFCU is the agent of DOH. The first doesn't.
