Evidently universities do not contract with foreign governments without going through State.

They can take all the "endowments" they want from them, and not disclose the donor. Just about every ME department in our Academia has received funds. The Profs get "grants" from various "Saudi Businessmen" to put on "conferences."

When Lyn Nofsinger left the Reagan WH, Nancy called Bandar and asked him to help him out. Bandar gave Nofsinger a 50K "consulting" contract. Lyn did nothing for it. That's in Woodwards new book.

The Saudis have a well-deserved reputation for being very, very nice to those who have been their friends in the State Department.
