One of the reasons for that is they Diluted the WTIC Basket of Crude to include more Dense viscosities.

Or Heavy Crude ..

Light Sweet and TX Intermediate is the Stuff that's in Demand.

It's like buying 1 Pound of Stuff in a Box at the grocer for years and one day finding out when you study the box you just Bought ... you only get 14 ounces not 16 any more.

Which brings it all back to the reason Crude is so high is we NEED More Refineries.

We've got Plenty of Raw Material we just can't Process it.
