"Dumb" isn't the right word. "Hoodwinked" is probably more accurate. Remember, the entire Bush Republican propaganda machine was working 24/7 to offer evidence why we had to invade Iraq and we should all support the effort, and Saddam was doing his part by acting like a sleazeball. The "evidence" they showed us however turned out to be total lies and fabrications. Not a single piece of the evidence Bush-Cheney-Rice-Powell showed us and congress turned out to be real proof of anything but their own dishonesty. We also trusted that they knew what they were doing and had a smart plan.

Also remember that in the senate cronies like Pat Roberts were helping Cheney's group filter and censor intel shown to the other senators. Same in congress probably. That's one more reason why it's dangerous for one party to control everything, especially with such dishonest leaders as Bush-Cheney in charge.
