So then, you seem to agree that the federal government conned the taxpayer from the very beginning.

To the extent the government, or at least a lot of politicians, tried to make people think that there was some actual store of wealth which would pay for their retirement than they have indeed mislead many people. Whether this actually amounts to a con or not is largely a semantic issue about the definition of the word con or conned.
