Similarly I don't think they need to (or normally should) "balance" reports about how Al Qaeda planned 9/11 with arguments about how some maintain that Bush was really behind it.

I take it that you agree that it's appropriate for "society" to not give flat-earth-type claims as balance. If so, then the only thing remaining is consensus on what is flat-earthy. If reporters don't provide balance on some subject, perhaps what they're conveying is that they consider the "other side" to be flat-earthy. No balance means no need to balance because the other side of the teeter-totter has no weight.
