i thought the war on poverty was going pretty good. i understand more minorities own their own homes than at any other time.

I'm not sure that I see that as a fact connected to the "war on poverty". People aren't buying their own home with welfare checks, at least not most people. And while people might get federal benefits for and from homeownership (FHA loans, tax deductions on mortgage interest etc.) they aren't the type of benefits that would IMO be considered part of the "war on poverty".
