This wasn't supposed to be an ameliorate poverty program. It was sold to us as an ELIMINATE poverty program. Since in the past 40 years the Feds have transferred $trillions and we still have poverty, I feel comfortable with putting this one in the failure column.

tim we agree i expect some folks have come out of welfare stamps as parts of the program may be working , more folks owning homes through grants etc which may generate enough interest to further improve one's pride or self improve.

another problem with war on poverty is of course most of those who get out never help other to pull out. it seems they move on. I support more church programs and private programs vs federal give away with no tags to develop the individuals..

then you have those whom you will not help and need assistance, elderly, handicap, mentally disturbed.

i don't believe i said we won, i think i pointed out it wasn't a complete loss and some programs , like one i wrote about has made some difference.
