Your key word here is "does not by itself mean"....Take a look where this organization is, and the other countries involved...the numbers of population in each country, then take a look at the population in EACH State of the United States.... We could compare oranges and oranges (but currently aren't according to those charts you quoted).... Another way to do it, would be to divide each statistic when quoting a number FOR the US, into 50, as there are 50 States in the US. This would give a more accurate number when comparing with each other country used in those charts. That an organization gets funding from a multinational government does not by itself mean* they are a mouthpiece for the government.*
