It's interesting to look at that column point by point:

Taxes - if the people who support extending the tax cuts can't win a congressional majority to maintain them, then there is a good chance that the voters are more fed up with deficits than having a few more borrowed bucks in their pocket to spend at the mall. This is a huge blind spot on the right when it comes to understanding voters' views about taxes and spending.

SS reform - Bush couldn't get this done with a Republican majority so that is a throwaway point.

Oil - he is probably right there. Limiting more nuclear power would be a dumb move.

Iraq - he should check the polls on what Americans want to see happen in Iraq, like taxes.

WOT - since the electorate is split on the desirability of Bush's notions of surveillance and interrogation, once again, the side that can muster the congressional majority should shape the end result.

Investigations - damn tootin' Waxman will get busy.

Impeachment - an absolute lie by DuPont, recently confirmed by Pelosi on the record.

Conclusion - if he thinks this Congress is unpopular because they didn't implement enough of Bush's program and support Bush enough, he really doesn't get it.

That's why most partisan pieces are just cheerleading exercises. Lots of volume and jumping around with no real context or substance.
