Yes it decreases the dollars spent but its still a cost.

If someone replaced my Infiniti with a Kia, or my townhouse with a modest apartment I wouldn't consider the change to be costless even if the upkeep of each would probably be cheaper. Even if no one took away my property but merely didn't let me by a car large then the Kia or live in a place larger than the apartment it would still impose a cost on me even if it isn't a straight dollar and cents cost.
