Senators who agree with IAVA more often than not will get high marks. There is no explanation for any position the IAVA holds, except the claim that IAVA holds true to their stated principles on their web site. However, I believe the IAVA's positions coincides almost perfectly with the Democrat party platform. I only looked at a few of the bills, the ones where the IAVA disagreed with the actual vote in Congress, but sure enough, it seems the IAVA goes right along with the "blue states." Tenchusatsu
