"those parents that remain absent, are not doing what they should be doing for the sake of their children."

That is more judgemental than I believe is optimal. There are often extenuating circumstances. The parents who live in the same house as their children and refuse to be parents are the ones who one has toe wonder most about.

The dad that is remarried and his ex moved a thousand miles away can be forgiven for missing his son's soccer game and his daughter's ballet recital. The dad who won't help their child go over their homework is the one I am encouraging to change.

We make compromises for our children. Some of them are great sacrifices.
