I think you could make it happen in 10 years with a major effort. It's clear that won't start for the next 26 months, so we are looking at 2018 to get to energy independence.

The "large government intervention" is simply using the tax code to reward good social behaviour and punish bad social behaviour; it's done everyday with other social issues. Maybe an additional diversion of research funds from another area to energy. Businesses will follow the money and do the heavy lifting.

Do you believe in "peak oil"? If so, why wouldn't you believe that it's in our interest for the government to get out in front of that issue to protect our economy? We use 25% of the worlds oil; if peak oil is true than we will suffer the most from the effect, and be left way behind by more efficient societies.
