Let's bring our troops home from South Korea, Iraq, and Afghanistan.

I understand why you want to bring them back from Iraq, but why Afghanistan? And in the case of South Korea it doesn't seem like very good timing to me, although it does make sense that South Korea should be able to defend itself at some point (with American naval and air power assistance, and with US ground reinforcement moved in if needed)

In this world, fighter jets and drones, spies, and special forces are what we need. Not occupying armies.

We don't really have occupying armies in the sense of an army imposing our being the occupying power.

More special forces would probably be a good idea. But isn't easy to do. More aircraft might be useful, but we probably have enough to meet our needs. When we do get in to wars, we are likely to need boots on the ground. Cutting back from the cold war levels was probably a good idea, but I don't think further cuts backs would be prudent.
