The comment period extends until September 19, 2006. The proposing release (34-54154) explains that the "proposed amendments are intended to further reduce the number of persistent fails to deliver in certain equity securities, by eliminating the grandfather provision, and narrowing the options market maker exception.".....

Thread, Isn't there some way of dictating to ones broker that they hold on to long shares and not allow them to be loaned out? Would this help in the FTD problem at all? Regards, JJ

I was looking at the Reg SHO Threshold securities list. To recap, these are companies who have a significant (at least 0.5% of float) portion of shared in a Fail to Deliver.
