The mothballed plant sits at the edge of a scenic river in or next to a nature preserve/park. I doubt it will ever get a restart up permit BWDIK?

To be honest, I haven't looked at CZN since April so I can't remember precisely which permits they are waiting on.

What I do remember is a large array of First Nations and environmental opposition to the project that would require years of hard effort to overcome, if that is even possible.

CZN has the misfortune to own a deposit in one of the most spectacular and ecologically important spots in North America, but that is not to say there isn't money to be made along the way even if, as I predict, the attempt to develop it ends up failing.
