You have a very unusual (and illogical) understanding of what "trustee" is and does and has.

As to Bremer, obviously he understood the law and the US corporations understood how Bremer was overstepping his authority. Which is why they all stepped away and are on the record as saying the time was not right until they could negotiate with an elected government in Iraq.
