Bush I was in office from 1988 through 1992. Using your document, you see a decline of 170,000 in the army from 1986 to 1992. From 1992 to 1998, there is a decline of another 130,000. True, percentage wise is was more for the latter 6 years, but it is clear that the military downsizing starting under Reagan and accelerated under Bush. The single biggest drop was of 100,000 from 1991 to 1992 and that was under Bush.
