It will never change without term limits for Congress. The life and perks of a Congressman are far too appealing for them to put the country's interests ahead of their own. One would think if it is wise to limit the term of a president, that it would be far wiser to limit the term of a Congressman and Senator since they control the purse strings. Unfortunately the only ones that can make term limits a reality would be cutting their own throats by voting for such a change.

I'm a federal employee and you should see the spending that we are REQUIRED to make at the end of every fiscal year so that we don't commit the sin of leaving money unspent. I've never had so many new desks and new computers that I don't need. Multiply that by all federal agencies and it's no surprise to me that we're insolvent.
