As for the issue of government spending, the NIH does a great deal of tax-supported research into many, many diseases.
I know very little about the NIH and how the individual programs are run or controlled and by whom, or how the funding is allocated, but in looking at the percentages, genome research gets very little compared to cancer and many others.

Perhaps the objection is that what is perceived as a moral restriction is being placed by Bush on the research being done at the NIH and that research is being slowed or hampered by this.
