There was a lot more evidence of crimes by Clinton than crimes committed by Bush. Clinton was accused of rape by the alleged victim. If its a false charge that still doesn't make it a fabrication by any sort of conspiracy of Republicans. Some of the other charges were unsubstatiated, exaggerated, or false, but enough of them have some substatiation to properly say there was a a certain element of sleaziness around the Clinton administration. Certainly the perjury charge is pretty solid.
