From what I've heard, there was TOO MUCH deference paid to the Iraqis when the looting started.

Our guys were told not to shoot anybody or threaten to shoot anybody because we were NOT to be seen as an occupying force.
We were the Iraqis "friends" and "liberators" rather than occupiers.

Frontline did a great story on how everything went haywire in our FIRST year in Iraq, and that was part of the story. You should see it if you have a chance.
