Check your local school district. See what the total enrollment of students was 10 years ago, versus what it is now. It will probably be much less now, unless you are in some of the fast growing suburbs.... Then check the amount of money for the schools received 10 years ago, versus now. You will for sure find the money is a good deal more than before.

We live in an area that was hardcore rural when we moved in. It's rapidly being developed and they are building schools like crazy. But you also have to adjust for inflation.

Not having any reason to be involved in elementary school conditions in many years [both my children are adults] I've got to do some guessing as to what the problem[s] might be. There are probably many contributors both inside and outside the education system. TV, video games, cell phones, etc. are all potential distractions. The internet could be a plus, but I have a feeling that myspace.com consumes more children's hours than does learning. You're most certainly correct that hours of education in the classroom are declining while they should be increasing.

I've seen indications that there is more breadth being taught in schools and less depth. We all forget things we've been taught; we're more likely to forget things that are taught in passing then things we spend a good deal of time on. For example. Creative writing in grade school? Learn to write a grammatically correct sentence first.
