In highly generalized terms, the answer would be yes, applications do tend to move out to the edge. In this instance, however, there is no set rule. For VoIP I think we're going to see some cyclical activity, in some ways, very much like enterprises vascillated between PBXs and Centrex for years, with the PBX representing end users' control closer to the edge, and Centrex representing core control. Even PBXs don't yield entirely to the edge, however. Today IP enables a great deal of the intelligence previously assumed to be functions PBXs and Crentrex to be stored directly on end users' devices (e.g., Skype), which could be handsets, PCs or whatever. There is no single answer, in other words.
