That's rather odd phrasing. Taking it literally it would be very simple to give you an answer. Any regulation that didn't cause harm or reduce the standards would qualify, so a regulation that had nothing to do with the environment would be your answer.

Mark, very few of Bush's regulatory changes did "decay the standards". It might be more useful for you to post some examples of where this was the case. There are probably some, but such actions are not typical of this administration.

As for new environmental regulations or laws that don't loosen standards, just google - EPA tightens regulation - and you will find things like this -
