It depends on how you define "nuts". Does it show a disconnect from reality? Of course it does. But it is intended to play to the ones who who have bought into the meme that we have discovered Saddam's WMD in Iraq.

Whether its true or not true is irrelevant. He's says it because its difficult to prove one way or the other, and it helps to create ambivalence in the mind of the voters. Cheney is a fruitcake.......he thinks that there can be no gain without pain; hence his stay the course edict. Hopefully, we can get these disturbed people out of power.
