Certain standards have been made more lenient. More often standards have been made stricter. In a number of cases more lenient standards were proposed and than rejected. The mere proposal hardly amounts to anything "decaying".

A good argument can be made that the Clear Skies program will reduce emissions not increase them. It isn't a case of decaying any standard.

Many claims of looser standards actually are imposing a tighter standard but not the tightest standard that was being considered (so the new standard is "looser" than one that might have been applied, but never has been previously applied). That also doesn't amount to "decaying".
