China had a signed oil agreement with Iraq before the invasion and Bremer unilaterally cancelled it. So this could be as simple as the Iraqi government honoring its previous contracts.


Saddam penned some sweetheart deals designed to get sanctions lifted. The contract is one of those but is going to be renogotiated - naturally.

Chinese companies bring a willingness to accept low returns, an absence of human rights concerns, and Chinese gov't political/diplomatic favors. OTOH, American companies tend to be more advanced technologically. Some places that counts more than others.
