Incidentally, your assertion that "a significant portion of Muslims, perhaps even a strong majority" of Muslims could approve of first use by Iran

Jeez, how dishonest. I never said that.

he is a political scientist and not a theologian or Islamic historian.

Lame.

Religion is politics in the ME. Any political scientist worth his salt has to consider how religious attitudes towards suicide, prohibited for centuries by Islam, can affect political behavior as suicide is re-labeled and blessed as "martyrdom" by lunatics wearing black turbans.

..assertion that "a significant portion of Muslims, perhaps even a strong majority" of Muslims could approve of first use by Iran or other Muslim countries ..

I wonder if there have been any polls on that question?

I don't know whether the alleged assertion is true or false, but unfortunately, I'm definitely not sure its false. Significant portions of Muslims approve of terroristic suicide bombing. Significant portions of Muslims in some countries approved of the 911 attack.
