Clinton did the same thing, as did Bush Sr, Reagan, Carter, Ford, Nixon, LBJ...

Are you going to say the president can't move around as he wishes because the cost of the transportation and security is too high? Are you going to say presidents can't campaign? Or that they have to (or their party or some other private source has to) compensate the government for the costs? That's rather problematic. For one thing its part of the presidents job to communicate to the public, deciding when its campaigning or not could be hard, and would get even harder if you put restrictions on campaigning (because then the presidents would subtly shift there words and actions to have a better argument that its not campaigning while still trying to effect the elections). Also if your going to treat a president like a private citizen would be treated, well there travel is much cheaper. Most people don't need their own aircraft or full time security detail, but there is a good public reason to give the president such things.
