ok this has gone on long enough. Here are my concluding comments and you can have the last word.

0. When Bush is campaigning for his party members, he is using up more than just "transportation costs" as you seem to think. He is using speech writers, security staff, local resources and so on. But most importantly, he is allowing himself to be distracted from the war and the business of running the country and every day that he is campaigning is a day that the country is without effective leadership (of course many people think the less Bush tries to form policy the better we all are <vbg>)

1. I don't care what the past presidents have done. I am not passing a relativistic judgement here.

2. The good of the country and the good of the party are two separate things that on occasions coincide. I am always very wary of political leaders/parties who think they are too important to the country to be lost.

3. Campaigning for one's ideas and for one's party are two different things (even if they coincide from time to time). This is specially true for parties without clear ideological basis, as is the case with both DNC and GOP.

4. Respect for the other half includes refraining from activities that they other half would clearly disapprove of...this is a moral imperative and is specially true for governments who are elected with a narrow majority, as was the case for both Bush's elections.
