If your talking about a multi-trillion dollar government program you should properly spend A LOT of time trying to poke holes in it.

If it were me, I would take the shit out of gasoline, just like they do in Europe.

That makes more sense to me as well. Not that I actually endorse a large gas tax increase, but I'd prefer it to a massive plan to subsidize new cars. At least your just increasing the cost of gasoline and letting the market decide how to respond to the increase, rather than picking a winner and subsidizing or mandating it.
