"when was the last time a nuke plant was built and why ?"

It has been a while. One big reason no new ones have been built is that new technologies have allowed them to increase the power produced from existing ones. So the percentage of power produced by nuclear plants in the US has gone from about 11% to about 20% without us adding any new plants and the demand for electricity certainly hasn't decreased over that time.
