You cannot expect the Russians, most of whose leadership still yearn for the good old days of Russian Communism, not to fund anything that is contrary to US interests. And by selling Muslims weapons, they can attack the Jews who left Russia, because although Russia didn't want them in Russia they don't want them living well in other countries. Success by Russian Jews makes the lack of Russian success in general look like it is the fault of the Russian people or the Russian Government. Helping Muslims outside Russia also keeps the Muslims at home quiet.
