"my guess is this is political suicide and it will be toned down over time. but we shall see." Quite possible. It's a minority government right now. Complicating things is that the other major party is in the middle of a leadership selection and won't want to force an election. That other party lost the last election partly as a result of announcing a similiar action against trusts. Also complicating things is that the government is trying to soften the blow by allowing pension income to be split between spouses - this will be hugely popular.
