There really isn't any non-political solutions. You might have compromises, or less contentious political solutions, but that doesn't make them apolitical. If the government recognizes something that's a political act esp. if its controversial. Letting states or localities decide is also a political solution. The only way to get politics out of it is to get government out of the marriage business, but that change would itself be a political act/solution, and also would not get much support.
