Tim, there's little doubt Kerry misspoke. No one, including Kerry disagrees with that. But if you read the sentence just before it, you'll see that the intended context was to make a comment about Bush.

Once Kerry said it was a misstatement, it should have ended. But it's being kept alive because, ripping it out of context as the Reps have done, makes it very useful as a campaign tool.
