Kerry warned Bush many times in 2003 not to do exactly what Bush did. Disarmament of Saddam was taking place soon after the speech you cite. Weapons inspectors were all over Iraq and the job was getting done. Kerry counseled Bush to be patient and wait until the fall to make sure the threat was real and our troops were thoroughly prepared and defended. But Bush jumped the gun because his whole WMD rationale was a big fat lie.

BTW: Bush's people also fed the senate false intel on Iraqi WMD and AL Qaida contacts. This was the only current intel Kerry and others have with which to form their opinion.
