If he didn't feel his original remarks merited an actual apology, none is needed. How it was twisted by others for their own purposes is not his problem or responsibility.

I don't know if it means much. Obviously you still have what John called the "gotcha" factor, but also its an apology for other people's interpretations. Not a real apology.

Not only that but since he was forced and outfoxed into doing so, he doesn't mean a word of it. He thinks he made a small mistake, "botched" a joke. And the Reps took unfair advantage.

My guess is the apology was forced on him by other Dems who said something on the order of "we have to get this off the front page; just do whatever it takes to get it into past tense mode."

It's all only about politics in the worst sense. Has nothing to do about anything substantive.
