The assertion is that since Bush is well educated and became president, Kerry could not have been referring to him in his remarks about do well or get stuck in Iraq.

However, like most Democrats, Kerry does not admire Bush's credentials or his accomplishments. He believes Bush has made many wrong (and stupid) choices. Going into Iraq and getting stuck there is one of them.

The general drift of Kerry's remarks is that people who study hard and get smart, would know better than to do what Bush did (despite Bush's c.v. and current office).
