Historians are no more free of partisan bias than other groups. Even when listening to their statements about history, that fact is sometimes relevant. Its much more relevant when they make statements about current events and political figures.

Also the poll you post about was not "was Bush the worst president in history?", or "was Bush the worst two term president in history?" but "was this administration a failure?". "Failure" is very negative, but it isn't "the worst".
